20100525 Inclusive Education Fund The Uruguan Experience World Bank 2004

This report describes the experience developed jointly by the Uruguayan National Department of Public Education (ANEP) and the World Bank in the implementation of a School Inclusion Fund (FIE). The goal is to provide a concrete example of what countries can do to implement inclusive education in practice within the framework of the strategies proposed by the “Education for All” initiative and the Millennium Development Goals (MDGs).
The document does not attempt to provide details of the conceptual framework or political arguments setting the international guidelines for inclusive education programs1, but rather to respond to the demand for practical examples to illustrate an operational strategy. One of the specific characteristics of the Uruguayan experience with the School Inclusion Fund was that it did not require additional programs or resources; rather, the experience was incorporated as a new tool within an overall strategy for improving the quality of education in the country.
